Teens record video of disabled man drowning

In a disturbing incident, a video recording shows a disabled man drowning and constantly shouting for help. What is worst, a group of teens recorded the man's final moments and did nothing to help.

The teens were high on marijuana and can be heard laughing throughout. The video surfaced when the man's body was discovered three days after the incident. The boys only shouted to the man that he should get out and that nobody was going to help him. Police did not arrest them, as they broke no laws, but said there was "no moral justification" to what they did (or didn't).
