Shocking! 2015 Chennai floods was man-made and not natural disaster - CAG report

The Comptroller and Auditor General of India (CAG) report regarding the December 1st 2015 Chennai floods after incessant rains has stated that it was not natural disaster as the government announced by man-made. It has alleged that a lack of Emergency Action Plan (EAP) and the indiscriminate discharge of water from the Chembarambakkam lake caused the flooding which brought the Chennai city to a standstill for a week without electricity and cell phone tower outages.

The CAG is of the opinion that instead of an increase in the outflow from 12000 cusecs to 20960 cusec on that fatefull day it could have been maintained at the lower level for another six hours and the major misfortune could have been averted. It has pointed out the Water Resource Department (WRD) had tried to save patta land in the foreshore and took the drastic step. It has also noticed that there was no communication between the supervising officer incharge and the government officials. Selvi J Jayalalitha was the chief minister at the time and the CAG has concluded that the government had not learned from the damages and lost lives of the 2005 floods and repeated the mistakes in 2015.
