The Ministry of Home Affairs on Saturday issued guidelines for Unlock 4 in an attempt to further open up the country and the economy. The new rules will be in force till September 30.

Metro trains are now allowed to operate with effect from September 7 in a graded manner. This is a much-needed step given that economy is now almost open in much of the country.

Schools, colleges and other educational institutions will remain closed. But there is a rider. Students of Class 9 to 12 may be permitted to go to schools outside the containment zones only, on voluntary basis. It has to be seen how this will be received by schools and colleges. Usually, students are obliged to follow the rules set by educational institutions.

Social, academic, sports, entertainment, cultural, religious, political functions will be allowed with a ceiling of 100 persons with effect from September 21 with mandatory wearing of masks, social distancing, etc.

Cinema halls, swimming pools, entertainment parks, theatres will remain closed during Unlock 4. This is a further setback to the film industry.

Note: The above guidelines don't apply for containment zones. They remain locked down.
